This is the mantra used to brush off protests. RWM has repeatedly stated that they will conduct a test of public support and if the community doesn't want it, It won't happen.
It now seems that is not the case. At a meeting of the Coastal Communities Team, two weeks ago, RWM made a presentation. One of the members asked them "What happens if a willing community cannot be found? The RWM spokesperson told the meeting that if no willing community can be found the government will impose its preferred solution. They then went on to say that there was a clause in the agreement Test Of Public Support.
To put it in simple terms, The Community has the final say as long as they say Yes.
